Pay by the hour

Of all of the potential reforms mentioned here, this item demands the most careful thought.

This is usually one of the first reforms mentioned, and that is appropriate in some ways. One of the biggest factors leading to fraud in the initiative process is the pay-per-signature standard. Oregon has passed a law (by initiative) requiring that petitioners be paid by the hour, but it has been difficult to enforce. Banning payment by the signature can also make the signature gathering process more expensive.
